Itanagar: Pema Khandu, the chief minister of Arunachal Pradesh, has unveiled a comprehensive plan to bolster the existing Inner Line Permit (ILP) system. This system mandates that non-Arunachali visitors must first obtain a permit to enter the state.
The Chief Minister emphasised the need to fortify the ILP system to prevent non-local migrants from entering the state illegally and staying there for an extended period during a joint meeting with high-ranking government officials and representatives of the All Arunachal Pradesh Students’ Union (AAPSU) held today.
“Our main objective is to protect our indigenous tribes from outside influx, and we are committed to it,” he said.
Through a PowerPoint presentation, the AAPPSU, led by its President, Dozi Tana Tara, provided a detailed explanation of a poll that the organisation performed and strategies for fortifying the current system.

The state police found 155 individuals who violated the ILP restrictions during a recent drive in the state capital region’s Ganga market area, Chimpu, and Ganga village.
The state administration, in a bid to empower the public, has urged them to report any foreigners or immigrants to the police, thereby playing a crucial role in maintaining the ILP system.
The ILP, under the Bengal Eastern Frontier Regulation, 1873, is an official travel document that allows an Indian citizen to visit a state where the system has been implemented for a limited period and with a specific purpose. The ILP has been in force in Arunachal Pradesh, Nagaland, Mizoram, and Manipur. Agitations are being held on and off to promulgate the ILP in Meghalaya, too.
