On Friday, Jammu and Kashmir Chief Secretary BVR Subrahmanyam addressed the media to announce that phone lines and other limitations on communication in the Kashmir Valley will be phased out in stages beginning on Friday night. He said that  restrictions in the Valley will be removed in phases keeping in view the terror threats from banned organisations like  Lashkar-e-Taiba. Schools will be opened from Monday area by area. Government offices have already been made fully functional from Friday.

Subrahmanyam said the Centre took some measures to guarantee the safety of citizens of J&K, including limitations on free motion and snapping telecommunications connectivity, preventing big gatherings, closing schools and colleges. He added that some preventive detentions of individuals were also made in accordance with law provisions to maintain law and order in the state.
