A group of retired civil servants have wrote an open letter to Prime Minister Narendra Modi, squarely blaming him and his government, over the rapes in Unnao and Kathua that have shooked the country.

The letter by 49 civil servants came at a time when thousands of people across the country hit the streets to mark their protest over the insecurity feeling loomed over the country's daughters.

The letter takes a dig on the NDA government saying "the government failed in performing the most basic of the responsibilities given to it by the people".

"The bestiality and the barbarity involved in the rape and murder of an eight year-old child shows the depths of depravity that we have sunk into. In post-Independence India, this is our darkest hour and we find the response of our Government, the leaders of our political parties inadequate and feeble", the letter said.

The group of retired civil servants refers the current situation "a moment of existential crisis, a turning point" and suggest the crisis will be settled depends on the government's response.
